Gifford Pinchot, an early advocate of scientific forestry, along with President Theodore Roosevelt and conservation organizations, led the effort to manage forest for the public good... History In 1876, Congress created the office of Special Agent in the Department of Agriculture to assess the state of the forests in the United States. Franklin B. Hough was appointed the head of the office. In 1881, the office was expanded into the newly formed Division of Forestry. The Forest Reserve Act of 1891 authorized withdrawing land from the public domain as "forest reserves," managed by the Department of the Interior. In 1901, the Division of Forestry was renamed the Bureau of Forestry. The Transfer Act of 1905 transferred the management of forest reserves from the General Land Office of the Interior Department to the Bureau of Forestry, henceforth known as the US Forest Service. Gifford Pinchot was the first Chief Forester of the US Forest Service. In 1911, Congress passed the Weeks Act, authorizing the government to purchase private lands for stream-flow protection, and to maintain the lands as national forests. This made it possible for the national forest system to expand into the eastern United States... Today, Smokey Bear is one of the most widely recognized icons in America. - 1946–1960 National forests experience increased demand on forest resources, especially timber and recreation. - 1960–1980 in response to shifting public values, the Forest Service shifts focus to managing land as integrated systems, instead of individual resources. - 1989 The Chief ’s New Perspectives initiative stresses ecosystem management and sustainability and is aimed to place timber management in line with other forest values including biodiversity, water quality, and recreation. - 2001 The National Fire Plan is created to address the buildup of fuels caused by decades of fire suppression, climate change, and developments adjacent to forests...

[Official Poetic Address begins at 16:42, after Poetic Preamble...] Every year, the President delivers a State of the Union address highlighting important issues from the past year and suggesting priorities for the coming year. It’s a broadcast from one to many. But democracy is a conversation, not a monologue. The People’s State of the Union is an invitation to supplement the President’s stories with our own, together hosting a national conversation in our own homes, schools, houses of worship, and community organizations. Between January 23-31, 2016, more than 100 communities across the U.S. gathered to share stories about the state of our union and uploaded them to an online Story Portal. Their stories inspired a diverse group of poets to create The Poetic Address to the Nation, a poem for the page and the stage, performed live in Philadelphia and livestreamed by PhillyCAM in conjunction with FreeSpeechTV. This video begins with the Poetic Preamble hosted by Montgomery County Poet Laureate David Escobar-Martin and featuring emerging poets Shaneka Briggs, Kassidi Jones, Julian Randall, and Sabrina Slipchenko. Hosted by Yolanda Wisher, USDAC Chief Rhapsodist of Wherewithal, and newly named Poet Laureate of Philadelphia, the body of the Poetic Address begins at the 16:42 minute mark, and features sonnets about the state of our union composed by Wisher, Cathy Linh Che, Thomas Devaney, LaTasha Natasha Diggs, Denice Frohman, Ross Gay, Bob Holman, Margaret Randall, Luis Rodriguez, J.C. Todd, and Tanaya Winder. The Address also includes performances by local Philly luminaries Bethlehem & Sad Patrick, Trapeta Mayson, Jena Osman, Frank Sherlock, Monnette Sudler, and Kirwyn Sutherland. HEADLINE: Airline flight delays, bag complaints improve --------------------------------------- CAPTION: The Transportation Department said Tuesday that the nation's airlines were on time more often in June compared to a year ago, and customers filed fewer complaints about their baggage. (Aug. 6) ---------------------------------------- [Notes:ANCHOR VOICE] NB. THIS IS A VOICEOVER TRANSCRIPT, NOT A FULL SHOT LIST. [Notes:file throughout with graphics] If you plan to hop on a plane and head -- well -- anywhere, you might consider building some extra time into your schedule. That's because on-time arrivals are still at just over 70 percent. The Department of Transportation says the July numbers are worse than they were in May, but up a little since June. Nineteen carriers report their numbers to reach the overall on-time arrival rate...but there's a big difference in the individual numbers American Airlines is at the bottom of the pack - with less than 60 percent of flights getting to their destinations on time. United wasn't much better, also coming in under 60 percent. At the top of the list - Hawaiian Airlines can boast a better than 92 percent on-time arrival rate. For most of the carriers, weather is a big culprit. Almost half the delays in July were weather related. As for other things that can wreck your trip - how about lost luggage? Reports of mishandled bags are down to just over 5 complaints for every 1,000 passengers from almost 8 per thousand a year ago. AirTran and JetBlue get bragging rights for topping the list with a low 3 complaints per thousand. American Eagle was last, with 10 complaints per thousand.
